It is beginning to look more understandable why the federal government lecturers through their Union, Academic Staff Union Of University, ASUU insist on not following the Federal Government order of joining The Integrated Personnel And Payroll Information System (IPPIS).

The Union has tabled several reasons for their non-conformity with the payment platform including the inefficiency in payment and deficiency in their autonomy.

Well, for students who are yet to fully understand the Union’s aggression, then the federal government’s “threat” which was issued in a circular signed on behalf of the Head of the Civil Service of the Federation Dr Folasade Yemi-Esan, by the Director IPPIS-Service Wide department, Mrs A.I Attah, to the Civil servants should give an inkling.

In this circular, the Federal Government has made it obvious their intention to halt the salary of 720 civil servants, who it said currently have “insufficient records” on the government’s centralised payroll system, the Integrated Personnel and Payroll Information System.

This particular news was published by a THE PUNCH’s correspondent, who on Sunday, obtained a copy of the circular dated October 28, 2020, and marked HCSF/PS/CMO/IPPIS/1289/Vol. I.


This circular was particular addressed to senior civil servants which includedpermanent secretaries, Directors of Human Resources Management and all the affected officers, was titled: ‘Suspension of salary of employees with insufficient IPPIS Human Resource records’.


According to the circular, the 720 affected civil servants were given the grace of between October 30 and November 6, 2020, to perfect their records or have their salaries suspended with immediate effect.

In response, the Federal government expect that federal workers who is affected with this development should have their files forwarded to the appropriate quarters for necessary verifications and clearance as to be able to enjoy their smooth salary payment through the IPPIS. Documents to be presented included personal files at the point of entry into service and original copies of their credentials for final clearance of issues surrounding their dates of births and date of first appointment.


It should be recalled be recalled that the President of Nigeria, General Muhammadu Buhari has directed that salaries of federal governments’ workers who refused to join IPPIS should be stopped, this accounted for the reasons for the rearrangement and reshuffling as some workers’ file are deemed inefficient and should be corrected.

In the breakdown of the 720 faulting workers, Ministry of Works and Housing has the highest figure with 118 affected officers in the Works component of the ministry and 108 officers in the Housing component.


The Ministry of Industry, Trade and Investment has 75 affected officers; Ministry of Health, 65; Office of the Accountant-General of the Federation, 62; while the Ministry of Information and Culture has 60.

Consequently, directors and permanent secretaries in the affected parastatals are enjoined to produce those found short of this irregularities and make amends where appropriate immediately.


In conclusion, the Academic Staff Union of Universities have been adamant to join the IPPIS for a lot of reasons which also include financial deficiency. I hope that by seeing this new directive forwarded to Civil servants, they wouldn’t be more insistent on not joining the IPPIS and therefore prolong the already protracted strike.


However, the ASUU and Federal Government have been announced to have another meeting on Wednesday 4th of November, 2020. Hopefully, consensus will be reached and federal universities can resume.
